Project Facts

• Location: A 23-mile section of Interstate 17 between Anthem Way and Sunset Point separated into two different sections. Anthem Way to Black Canyon City (widening) and Black Canyon City to Sunset Point (flex lanes).
• Number of Lanes when Complete: Three general purpose lanes in each direction from Anthem Way to Black Canyon City. Two general purpose lanes in each direction, plus two flex lanes from Black Canyon City to Sunset Point. The flex lanes can alternate to carry north- or southbound traffic depending upon capacity. They also can be used to keep traffic moving if a crash or other emergency occurs.
• Number of Bridge Replacements: Two
• Number of Bridges being Widened: 10
• Project Delivery Method: Private Public Partnership (P3); Design-Build-Operate-Maintain (DBOM)
• General Engineering Consultant: HDR
• Project Developer: Kiewit-Fann Joint Venture (KFJV)
• Project Cost: $522,000,000
• Funding Sources: $175.9 million from federal aid with matching state highway funds; $130 million of state highway funds appropriated by the state legislature in 2019; $90 million from an Infrastructure for Rebuilding America grant; $50 million programmed by the Maricopa Association of Governments for the Maricopa County portion of the project; $76,150,000 appropriated by the state legislature in 2023.

Work Zone Safety

• News media is not permitted in the I-17 Improvement Project active work zone without advance permission from ADOT. An ADOT escort is also required.
• If you require access to other ADOT right-of-way for news purposes, please contact us in advance; an ADOT escort in the right-of-way may be required.
• The Federal Highway Administration requires anyone working in highway right-of-way to wear an ANSI Level 2 safety vest.
